ZTL in Italy: what are ZTLs and how do they work?

Limited Traffic Zones or ZTL in Italy are urban areas that have limited access, circulation and parking of vehicles during certain hours of the day. The main Italian cities have one or more ZTL: Rome, Milan, Turin, Florence, Pisa, Genoa or Palermo are the best known, but not the only ones. The aim of the ZTL is to reduce pollution in busy areas while making parking easier for residents.

How ZTLs work

Italian ZTLs are signposted and have cameras at all entrances. The signs prohibit traffic for a certain time period or for the whole day. Vehicles entering without authorisation are fined up to €350. Each city has its own specific regulations, but generally electric vehicles, vehicles transporting persons with reduced mobility and sometimes vehicles entering to use the car parks or hotels in the area are allowed access to the ZTL. In these cases it is recommended to check with the establishment whether access requires prior authorisation.

Rental vehicles may not access the ZTL. Rental vehicles that need to access a ZTL for a justified reason (access to a hotel or car park) will need prior authorisation in all cases. The regulations are different in each city and can change without notice, so the only way to know for sure what the requirements are is to check the official website of the municipality in question before travelling. The websites, in addition to information on opening hours and access restrictions, allow you to apply for the necessary authorisations and include maps of the ZTL showing where the traffic cameras are located.
