The Spanish Motor Insurance Act has been updated. One of the main changes is the compulsory civil liability insurance for electric scooters and personal mobility vehicles, which will come into force in January 2026. The Act transposes Directive 2021/2118 on civil liability insurance for motor vehicles, which means that the regulations will be similar in all European Union countries (although their entry into force may vary).
Pending the regulatory development of the law (the ‘small print’), there are still a few months left to take out civil liability insurance that includes electric scooters in its coverage. Some companies already offer insurance for this type of vehicle; although it is not compulsory, it is always advisable to have insurance that protects victims of traffic accidents. Scooters are the unwitting protagonists in numerous accidents, some of them serious, so the regulations have been necessary for some time.
Insurance for electric scooters will cost between €15 and €50 per year, according to initial estimates. Fines for riding without insurance in Spain range from €600 to €3,000, depending on the type of vehicle. Riding a scooter without insurance could result in fines of €600.
The regulations also affect citizens of other countries who travel to Spain with an electric scooter, something that is becoming increasingly common, especially among those who visit us from neighbouring countries. If your electric scooter is insured in your country of origin, it is advisable to make sure that the insurance covers accidents that occur abroad.
